Why can’t speed cops be traffic officers too?

EDITOR – During work weekdays, I participate in the morning lemming run north to Durban and have to negotiate all sorts of hazards.

There are dangerous intersections, reckless drivers and pedestrians scurrying through broken fences across the busy roadway.

And while this is all happening, there is not a traffic official in sight, trying to bring order to this chaos.

Later, when the roads clear, behind most shrubs sit speed cops, carrying out their job diligently.

My question is, why can’t these speed cops receive further training to become effective traffic officers?
